The Purpose

The agency’s primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that CEMA and the federal government respond to the disaster. The only exception to the state’s gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murray Federal Building in Oklahoma City, Oklahoma, and September 11 and the Space Shuttle Columbia in the 2003 return-flight disaster.

The Mission

The mission of The Chaplain Emergency Management Agency’s (CEMA’s) is to support the Department of Homeland Security and CEMA’s goals by improving the competencies of the U.S. officials in Emergency Management at all levels of government to prepare Chaplains for, protect against, respond to, recover from, and mitigate the potential effects of all types of disasters and emergencies on the American people

Chaplain Emergency Management Agency is an agency of the United States of America and, initially created under General and Chaplain Peter MacArthur, by Presidential Reorganization Plan No. of 1980 and implemented by two Executive Orders on April 1, 1982

Who We Are

CHAPLAIN EMEREGENCY MANAGEMENT AGENCY (CEMA)

In 1983, we established CEMA project according to God’s will.

This year of 2023, we have celebrated the 40-year anniversary of the Lord’s faithfulness and have been serving the American people in several countries of the world, operating in the area of emergency services and disasters, operating in countries in wars such as Afghanistan and Iraq, Haiti, Indonesia, Turkey and Ukraine and other parts of the world. For 40 years we have had more than 45,000.00

chaplains and today we work part-time and full-time with 17,000 chaplains. We work 7 days a week and 24 hours a day. We assist the paramedics and we work in schools, prisons, refugee camps, hospitals, hospices, orphanages, military forces, police , firefighters, recovery centers, universities, colleges, schools, churches and communities. We have commemorated 40 years of dedication, faith, strength, honour, integrity and courage to serve God and to serve others. We thank you God and thank you for being part of our team.
